This bill makes several modifications to public labor relations in Minnesota. It amends state statutes to: 1) require public employers to provide labor organizations with access to bargaining unit members for the purposes of investigating grievances, discussing workplace issues, and conducting internal union business; 2) require public employers to provide contact information for new and current bargaining unit employees to the exclusive representative labor organization; and 3) allow arbitrators to issue protective orders to prevent the disclosure of data classified as nonpublic or private under the state's data practices law. The bill also provides liability protections for public employers and labor organizations related to the collection of agency or fair share fees prior to a 2018 U.S. Supreme Court decision.
