Bill Summary
AN ACT to amend the family court act, the social services law and the executive law, in relation to raising the lower age of juvenile delinquency jurisdiction from age seven to age twelve and to establish differential response programs for children under the age of twelve
AI Summary
This bill raises the lower age of juvenile delinquency jurisdiction from seven to twelve years of age, except for certain serious crimes like murder and manslaughter where children as young as seven can still be considered juvenile delinquents. The bill also establishes differential response programs for children under twelve who would otherwise fall under the jurisdiction of the family court, in order to provide assessments and services to these children and their families and help reduce their future interaction with the juvenile justice and child welfare systems.
