This bill codifies provisions included in select emergency orders issued by the governor in response to the COVID-19 pandemic. Specifically, the bill: I. Establishes the position of temporary health partner, who can assist licensed nursing assistants (LNAs) and nurses in skilled nursing facilities under certain conditions. II. Authorizes the Office of Professional Licensure and Certification to issue emergency licenses to certain medical providers, including those previously licensed in New Hampshire or another jurisdiction within the last 3 years, as well as senior nursing students. III. Allows pharmacists to initiate, order, administer, and analyze FDA-approved COVID-19 tests, and permits out-of-state pharmacies to temporarily provide investigational drugs to clinical trial participants in New Hampshire without a full mail-order pharmacy license. IV. Protects the pre-existing, non-conforming use status of summer camps that were unable to operate or had to operate at a reduced capacity during the summers of 2020 and 2021 due to COVID-19. V. Allows businesses holding liquor licenses to expand outdoor dining with the approval of local officials.
