This bill requires certain disclosures of election expenditures. It expands the reporting requirements for independent expenditures, including the names of contributors who have given more than $250 to the entity making the expenditure, with some exceptions. It also creates new disclosure requirements for "covered transfers," which are transfers of funds to an organization that are intended to be used for campaign-related disbursements. The bill requires recipients of covered transfers over $10,000 (or $50,000 if the recipient and contributor are affiliates) to obtain information on the source of the funds and prohibits the recipient from using the funds until that information is provided. The bill also requires the disclosure of covered transfer information in filings for independent expenditures and electioneering communications.
