This bill provides for parity of payment for telehealth services between in-person service and service provided through a telehealth platform. Specifically, the bill defines key terms related to telehealth, such as "distant site," "established patient," and "telehealth services." It requires insurers to provide coverage for telehealth services if those same services are covered through in-person consultation, and prohibits insurers from excluding a service solely because it is provided through telehealth. The bill also requires insurers to provide reimbursement for telehealth services at the same rate as in-person encounters for established patients after July 1, 2021. Additionally, the bill establishes requirements for telehealth practice, including regulations for health care practitioners providing interstate telehealth services.
