AI Summary
This bill amends the law regarding soil and water conservation districts in New Mexico. The key provisions are:
1. Soil and water conservation districts can impose an annual levy of up to $5 per $1,000 of net taxable value of real property in the district, except for property within incorporated cities and towns, for a period of up to 10 years. After the initial levy is approved by referendum, the supervisors must approve a resolution each year to continue the levy, but cannot authorize a levy for capital obligations not provided for in the original resolution.
2. Any levies imposed by soil and water conservation districts beginning on or after July 1, 2018 and before the effective date of this bill will expire within 10 years, with an exception that allows the districts to continue dedicating the same amount of revenue from the levy to any existing debt or obligations until they are fully paid off or satisfied.
