AN ACT RELATING TO ELECTIONS; PROVIDING FOR THE REGISTRATION OF QUALIFIED RESIDENTS WHO ARE SIXTEEN OR SEVENTEEN YEARS OF AGE TO VOTE IN REGULAR LOCAL ELECTIONS, MUNICIPAL ELECTIONS AND SPECIAL LOCAL ELECTIONS.
