This bill requires the New Mexico Economic Development Commission to evaluate existing and emerging high-altitude and satellite technologies for providing broadband connectivity to New Mexico residents. The commission must compare the projected costs, geographic coverage, internet speeds, durability, in-state business potential, and service reliability of the various technologies. By January 1, 2022, the commission must select a recommended technology platform for the Economic Development Department to invest in. The department is then required to lease the selected high-altitude or satellite platform and enter a minimum 10-year service agreement to provide competitive broadband services to New Mexico residents. The bill appropriates $20 million, with $200,000 for the commission's evaluation and $19.8 million for the leases and contracts. The department must also apply for any available federal or non-governmental funding assistance.
