This bill establishes the Global Hospital Budgets Task Force to study and create a demonstration project for global hospital budgets, which are fixed annual budgets for hospitals to fund inpatient and outpatient services. The task force will determine the impact on federal funding for Medicaid programs and make a recommendation to the Secretaries of Health and Human Services to apply for funding from the federal Centers for Medicare and Medicaid Services to test the demonstration project in rural hospitals, defined as counties with less than 100,000 residents. The Secretaries are authorized to submit the application and cooperate with the federal government and participating rural hospitals to implement the demonstration project if the task force's recommendation is approved.
