This Memorial requests that the New Mexico Department of Environment compile a comprehensive report on the effectiveness of the "Dairy Rule," which was established in 2015 to protect groundwater quality from potential pollution associated with the state's dairy industry. The rule, developed through a multi-year process involving various stakeholders including environmental groups and the dairy industry, aims to prevent water pollution and monitor water quality. The report is needed because the Department currently lacks a system to assess the overall impact of the Dairy Rule on New Mexico's groundwater, despite the industry being a significant economic contributor. The requested report should include details on each dairy's location and compliance status with groundwater quality standards, statistical data on the installation and inspection of plastic liners and meters, the number of monitor well inspections, information on dairies that expanded operations during compliance efforts, and a list of abandoned or inactive dairies. The findings are to be presented to the legislature by November 1, 2021.
