This bill would require the Office of Emergency Services (OES) to prepare a gap analysis of the state's mutual aid systems on a biennial (every two years) basis, beginning on January 1, 2022. The gap analysis would assess the state's firefighting, law enforcement, emergency medical services, mass care, shelter, and hospital surge capacity to respond to two simultaneous major disasters in California, such as a major earthquake and a wildfire siege. The analysis would measure the state's baseline preparedness, develop strategies to address any capability shortfalls, and establish priority areas for resource and capability improvements. The gap analysis would be provided to specific legislative committees no later than February 1, 2022, and every two years thereafter.
