This bill would make several changes to pupil meal programs in California: 1. It would require applications for free or reduced-price meals made available online by school districts or county offices of education to comply with certain requirements, such as prohibiting the misuse of applicant information and processing applications within 10 days of submission. 2. It would establish the Better Out of School Time (BOOST) Nutrition EBT Program, administered by the State Department of Social Services, to provide nutrition benefits to eligible pupils during regularly scheduled summer breaks. Eligible pupils would include those receiving benefits under Medi-Cal, CalFresh, or CalWORKs, or in foster care. 3. The bill would require the Department of Social Services to seek and maximize participation in the federal Pandemic Electronic Benefit Transfer (P-EBT) program, and issue BOOST Nutrition EBT benefits to eligible pupils for a 5-month period after the end of the P-EBT program. 4. The bill would provide that if the Commission on State Mandates determines the bill contains state-mandated local costs, those costs would be reimbursed to local agencies and school districts.
