This bill amends existing law to provide for new state and local transportation funding sources through a sales tax adjustment, a certificate of title fee adjustment, and certain local funding opportunities through a revised Transportation Expansion and Congestion Mitigation Fund Program. Specifically, it increases the percentage of sales tax revenue dedicated to the Transportation Expansion and Congestion Mitigation Fund from 1% to 3%, with a minimum of $45 million annually. It also allocates $28 from each certificate of title fee to local units of government for transportation projects. The bill expands the Transportation Expansion and Congestion Mitigation Fund program to include local transportation projects approved by local governments, in addition to state projects approved by the Idaho Transportation Board.
