This bill proposes several changes to the existing law governing gaming machine operating hours for racetrack gaming operator licensees in New Mexico. Firstly, it adds an exception that would allow racetrack gaming operators to remain open even if the Gaming Control Board's central monitoring system is unavailable, as long as the gaming machines are sufficiently monitored by a third party. Secondly, it clarifies that the existing limitations on the total number of hours per week in which gaming machines can be operated do not apply to time used for gaming machine maintenance or staff training purposes. Finally, the bill provides additional exceptions to the minimum live race day and race requirements for racetrack gaming operators, such as in cases of severe weather, equipment failures, or other circumstances beyond the operators' control.
