This bill establishes the Extreme Heat and Community Resilience Program, to be administered by the Office of Planning and Research (OPR) through the Integrated Climate Adaptation and Resiliency Program. The purpose of the program is to coordinate state efforts and support local and regional efforts to mitigate the impacts of and reduce the public health risks of extreme heat and the urban heat island effect. The bill requires OPR to provide financial and technical assistance to eligible entities, such as nonprofit organizations, local governments, and tribal governments, to support the preparation or update of comprehensive heat action plans and the implementation of projects to mitigate the impacts of extreme heat and the urban heat island effect. The bill also establishes the Extreme Heat and Community Resilience Fund in the State Treasury, and requires OPR to submit a report to the Legislature on the state's actions and programs related to extreme heat and the urban heat island effect.
