This bill regulates dental claims and dental leasing contracts. It requires insurers that contract with dental providers to make their current dental plan policies available online and provide a copy to providers upon request. The bill also mandates that these policies include a summary of material changes, details on downcoding and bundling policies, and a description of the plan's utilization review procedures. Additionally, the bill prohibits insurers from maintaining dental plans that use downcoding in a manner that prevents a provider from collecting the contracted fee, or bundling in a way that labels a procedure as non-billable to the patient unless the procedure is generally accepted to be provided with another procedure. The bill also requires insurers to include the reason for any downcoding or bundling on the explanation of benefits.
