This bill amends existing law to provide that a board of school district trustees may enter into a negotiation agreement with a local education organization. The key provisions include: 1. The board of trustees of each school district may, upon its own initiative or upon the request of a local education organization representing a majority of the professional employees, enter into a negotiation agreement with the local education organization. 2. The parties to such negotiations shall negotiate in good faith on those matters specified in the negotiation agreement. 3. A request for negotiations may be initiated by either party to the negotiation agreement. 4. The local education organization must provide written evidence to the board establishing that it represents 50% plus one of the professional employees for negotiations, and this representative status must be established annually prior to the commencement of negotiations. 5. Accurate records or minutes of the proceedings must be kept and made available for public inspection. 6. Joint ratification of all final offers of settlement must be made in open meetings, with each party providing written evidence confirming majority ratification.
