This bill adds a new section to existing law to provide that up to 20% of funds allocated for kindergarten through grade 3 literacy intervention shall be used to implement a technology-based program. The technology-based program must cover reading, math, science, or a combination of such subjects, be designed to improve elementary education, and require less than one hour of screen time per day. The program must also be provided in students' homes, administered by a nonprofit organization, and include a parental engagement component and an evaluation of student academic growth. The State Department of Education will award a contract to a service provider that has demonstrated success with previous technology-based programs and may establish eligibility criteria for participation, such as limiting it to low-income households, communities with a high concentration of English language learners, or rural/remote areas.
