This bill adds a new chapter to Idaho law to establish provisions regarding suicide prevention and crisis care services, and a fee to fund such services. It creates the "Suicide and Mental Health Crisis Access Fund" to be used for the efficient and effective routing of calls to the national 988 suicide prevention and behavioral health crisis hotline, personnel and operating costs related to specialized training and crisis services, and other related expenses. The bill imposes a uniform suicide and mental health crisis access fee on Idaho residents who are subscribers of certain telecommunications services, to be collected and remitted by the providers. The fee can be adjusted as needed but cannot exceed the amount assessed for the 911 emergency communication fee. The bill also outlines auditing and reporting requirements for the fund.
