Bill Summary

A BILL To provide that a project to replace or improve a communica- tions facility following a major disaster or an emergency declared by the President is not subject to requirements to prepare certain environmental or historical preserva- tion reviews, and for other purposes.

AI Summary

This bill, the Connecting Communities Post Disasters Act of 2021, exempts certain communications projects from the requirements of the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA). Specifically, the bill applies to "covered projects" - those carried out within an area where the President has declared a major disaster or emergency, within 5 years of the declaration, to replace or improve a damaged communications facility. This allows these critical communications infrastructure projects to move forward more quickly in the aftermath of natural disasters or emergencies without having to complete extensive environmental and historical reviews.
