This bill adds to existing law to provide for certain apprenticeship programs. The key provisions are: 1. The bill defines an "applicable apprenticeship program" as a paid on-the-job learning program adopted by an Idaho licensing authority or the U.S. Department of Labor. 2. The bill requires licensing authorities to grant licenses to applicants who have completed an applicable apprenticeship program, passed any required exams, paid fees, and met other non-education/training criteria. 3. If a licensing authority deems an applicant's apprenticeship program as not applicable, they must provide a written explanation that can be judicially reviewed. 4. Licensing authorities must use the same passing score and fees for apprenticeship program applicants as for non-apprentice applicants. 5. Licensing authorities cannot establish increased education or training requirements for applicants who have completed an applicable apprenticeship program. 6. Licensing authorities are encouraged to work with relevant agencies to ensure applicable apprenticeship programs are available and known to students. 7. Licensing authorities without applicable apprenticeship programs may consider apprenticeship as a path to licensure at their discretion.
