This bill authorizes the California Department of General Services to transfer a parcel of property in Sacramento, California to the University of California at Davis (UC Davis) for specific purposes, including providing below-market rental housing for students, staff, and faculty, as well as childcare space, academic and research programs, and ancillary student support services. The majority of the developed square footage must be used for the below-market housing. UC Davis must reimburse the Department for all actual costs related to the transfer and early termination of any existing contracts. If UC Davis does not begin a formal planning process within a year or indicates it will not use the property for the intended purposes, the property will revert to the Department. The bill also sets requirements for colleges, universities, and nonprofit entities to use a skilled and trained workforce, pay prevailing wages, and provide monthly compliance reports for projects financed under this new law.
