This bill aims to modernize and expand the California Food Assistance Program (CFAP) to provide nutritional benefits to households that are ineligible for the federal Supplemental Nutrition Assistance Program (SNAP), known as CalFresh in California, solely due to their immigration status. The bill would require the State Department of Social Services to use state funds to provide CFAP benefits that are identical in amount and delivery to CalFresh benefits, and to align the eligibility, reporting, and application requirements for CFAP with those of CalFresh, except for immigration status. The bill would become operative once the department notifies the legislature that the necessary system automation is complete and the legislature appropriates funds for its implementation.
