This bill amends New Mexico's laws to require a school district or chartering authority to close a public school if at least 50% of the parents of students attending that school sign a petition demanding closure due to low student academic performance, ineffective teacher performance, or poor management. The school must be closed by the end of the semester in which the petition is delivered. To reopen the school in a subsequent year, certain conditions must be met, including employing new leadership and licensed staff. Students from the closed school are given preference to transfer to another non-charter public school within the district, but the district is not responsible for providing transportation. The bill also makes other revisions to the state's laws governing free public education and student enrollment.
