This bill requires the Metropolitan Transportation Authority (MTA), in consultation with the Long Island Rail Road Commuter's Council, the Metro-North Rail Commuter's Council, and the New York City Transit Authority Advisory Council, to develop a strategic action plan to improve bicycle and pedestrian access at its bridges, stations, and other facilities. The plan must include the development and monitoring of capital projects to allow for and/or expand bicycle access on all MTA-operated bridges, provide for bicycle parking at all passenger stations, and expand bicycle access on equipment where feasible. The bill also requires the MTA to consider the impact of its capital program plans on bicycle and pedestrian accessibility and to consult with the councils on such considerations. Additionally, the bill amends the composition of the Metro-North Rail Commuter's Council, the Long Island Rail Road Commuter's Council, and the New York City Transit Authority Advisory Council to include members with expertise or interest in promoting and developing improved bicycle and pedestrian access.
