This bill establishes a Pilot Leadership, Management, and Pipeline Development Program within the General Services Department to foster innovation, improve services, and advance leadership across state agencies. The program aims to address key state leadership needs and abilities, such as driving strategic change, leading people, meeting organizational goals, managing resources efficiently, building partnerships, advancing equity and inclusion, and recruiting and retaining talent.
