This bill extends an existing exemption from the California Energy Commission's requirements for the installation of photovoltaic (solar) systems on residential buildings that have been damaged or destroyed as a result of a disaster. The exemption, which was previously set to expire on January 1, 2023, would now be extended until January 1, 2024, and would also apply to residential buildings damaged or destroyed during the 2020 calendar year. The bill also requires the Energy Commission to collect data on the use of this exemption and submit a report to the Legislature. Since local agencies would be responsible for determining whether the requirements for the exemption are met, the bill imposes a state-mandated local program, but it also includes a provision stating that no reimbursement is required.
