This bill would require the Department of Motor Vehicles (DMV) to establish a program authorizing entities to issue alternatives to traditional license plates, stickers, tabs, and registration cards, subject to approval by the DMV and the California Highway Patrol. The bill sets requirements for these alternative devices, including prohibiting most devices from having GPS or other vehicle location tracking capabilities, except for certain fleet and commercial vehicles. The bill would also impose restrictions on employers using alternative devices to monitor employees, require the DMV to recall any existing devices with tracking technology, and make it a felony to alter, forge, counterfeit, or falsify such devices. The bill would also allow alternative device failures to be deemed correctable violations.
