This bill requires the commissioner to promulgate rules and regulations that mandate the Department of Environmental Conservation to install or cause to be installed a "trash capture net" at the outlet of any point source that empties into the waters of the state. The term "trash capture net" is defined as a commercial-grade, reusable, open-meshed material designed to capture pollutants as small as 5 millimeters in diameter, for the purpose of collecting garbage, refuse, and other debris. The bill specifies that this requirement is in addition to any other existing laws, rules, or regulations. The bill further states that the act shall take effect 120 days after it becomes a law, and that the necessary rules and regulations can be made and completed on or before the effective date.
