This bill amends the State Finance Act to create the Law Enforcement Recruitment and Retention Fund, a special fund in the State Treasury. The Fund will be used by the Illinois Law Enforcement Training Standards Board to award grants to units of local government, public institutions of higher education, and qualified nonprofit entities for the purpose of hiring and retaining law enforcement officers. The Board will prioritize grants that address underserved areas, promote demographic and geographic diversity, maximize the impact of grant funds, and provide grants that can benefit multiple employers. The Board can set requirements for grant distribution and determine eligible entities, and will consider compliance with the Uniform Crime Reporting Act as a factor in awarding grants.
