The resolution acknowledges that reliable and affordable internet access, along with devices and digital literacy training, are crucial for accessing essential services like healthcare and education, especially after the COVID-19 pandemic increased reliance on online platforms. It also points out that many communities in Hawaii, particularly rural, agricultural, and lower-income ones, face barriers to this access due to lack of infrastructure or socioeconomic factors. The State is committed to promoting digital inclusion, and this week serves to raise awareness and encourage efforts to bridge the digital divide, building on previous initiatives and legislative actions like Act 225, which established the Hawaii Broadband and Digital Equity Office.
