This Concurrent Resolution requests the Early Learning Board, a governing body responsible for statewide early learning policy and overseeing the Executive Office on Early Learning (EOEL) which serves children from prenatal care to kindergarten entry, to evaluate its current membership and its foundational document, known as its charter. The Board, which was expanded and given governing power in 2017, is also asked to develop a five-year strategic plan and propose any necessary amendments to its charter to guide its future work. The resolution requires the Board to report its findings and recommendations, including any proposed legislation or charter amendments, to the Legislature by a specific date before the 2023 legislative session convenes.
