This bill, the California Climate Crisis Act, establishes the policy of the state to achieve net zero greenhouse gas emissions as soon as possible, but no later than 2045, and to achieve and maintain net negative greenhouse gas emissions thereafter. It requires the state Air Resources Board to work with relevant agencies to ensure the state's scoping plan identifies and recommends measures to achieve these policy goals. The bill also requires the Air Resources Board to identify interim 5-year greenhouse gas emission reduction goals starting in 2025, and to establish criteria for the use of carbon dioxide removal technologies, carbon capture and storage technologies, and nature-based climate solutions to help achieve the state's climate targets. Additionally, the bill requires annual reporting on progress toward the goals and independent analyses by the Legislative Analyst's Office every two years.
