This bill establishes the High Road Jobs in Transportation-Related Public Contracts and Grants Pilot Program to support the creation of equitable, high-quality transportation and related manufacturing and infrastructure jobs in California. It requires certain covered public contracts, specifically those awarded by the Department of General Services or the Department of Transportation for the acquisition of zero-emission transit vehicles or electric vehicle supply equipment valued at $10 million or more, to incorporate "high road job standards" that ensure workers are properly classified, have access to paid sick leave and worker protections, and that the contractor complies with disability laws. The bill also requires contractors to annually report on their compliance with these standards and authorizes the relevant public agency to withhold payments for non-compliance. Additionally, the bill declares the state's interest in quickly rolling out zero-emission transit vehicles and requires contractors and subcontractors to enter into a labor peace agreement to prevent labor disputes that could interrupt this rollout. The provisions of the bill are set to expire on January 1, 2028.
