This bill relates to the de-regulation of rent-stabilized housing accommodations in New York. It eliminates rent regulation for any regulated housing accommodation that becomes vacant on or after June 16, 2022, with some exceptions. Specifically, the bill exempts housing accommodations that become vacant on or after June 16, 2022 from rent regulation, but maintains rent regulation if the commission determines that the housing accommodations became vacant due to the landlord's intent to cause the tenant to vacate through disruptive conduct. The bill also makes related changes to the Emergency Tenant Protection Act of 1974 and the Administrative Code of the City of New York.
