This bill amends South Carolina's law on the purchase, sale, and possession of nonferrous metals, including used, detached catalytic converters. It requires secondary metals recyclers to purchase used, detached catalytic converters in person at their fixed site and maintain certain identification and documentation from the seller. The bill also specifies that only certain licensed entities, such as demolishers and auto repair facilities, or individuals with documentation of the catalytic converter's replacement on their own vehicle, may possess and sell used, detached catalytic converters. Possession of a used, detached catalytic converter by anyone else is presumed to be contraband subject to forfeiture, and violations of the law can result in penalties and liability for the repair or replacement of the catalytic converter.
