This bill: - Allows the holder of a distiller's and rectifier's permit to ship distilled spirits directly to ultimate consumers, including those in dry areas, as long as delivery is made by a carrier or consumer delivery permit holder. It sets requirements for package labeling, delivery, and prohibited activities. - Creates a new out-of-state distillery direct shipper's permit that allows out-of-state distilleries to sell and deliver distilled spirits directly to Texas consumers, subject to certain requirements and restrictions. - Allows the holder of a brewer's license to ship malt beverages directly to ultimate consumers, including those in dry areas, with similar requirements as the distiller's provisions. - Creates a new out-of-state brewery direct shipper's license for out-of-state breweries to sell and deliver malt beverages directly to Texas consumers. - Allows brewpub license holders to ship malt beverages directly to ultimate consumers. - Expands the types of permit/license holders authorized to contract with consumer delivery permit holders for the delivery of alcoholic beverages.
