AI Summary

This bill proposes several amendments to Kentucky's criminal laws: 1. It creates mandatory fines and minimum sentences for assault in the third degree ($5,000 fine, 30 days incarceration) and assault in the first degree ($15,000 fine, 90 days incarceration), with the sentences not subject to early release. 2. It requires the court to order full restitution for convictions related to criminal mischief and riot offenses. 3. It increases the minimum sentences for riot in the first degree (45 days) and riot in the second degree (30 days), also not subject to early release. 4. It makes disrupting meetings and processions a Class A misdemeanor in all cases, and makes obstructing a highway a Class D felony if it prevents access for emergency vehicles, responders, or exits. 5. It makes criminal trespass a Class D felony if done to harass certain officials like law enforcement officers or judges. 6. It requires a 12-hour hold for certain offenses before release, with exceptions if the defendant is unlikely to immediately resume criminal behavior. 7. It repeals the offense of "disrupting meetings and processions in the first degree."
