This bill aims to support small and very small meat and poultry processing establishments. It would require the Secretary of Agriculture to establish a database of approved validation studies and publish model Hazard Analysis and Critical Control Points (HACCP) plans for smaller and very small establishments. The bill would also increase the maximum federal share for expenses of state inspection programs, expand the Cooperative Interstate Shipment program to allow more small processors to participate, and create a new grant program to help these establishments respond to and recover from the COVID-19 pandemic. Additionally, the bill would provide funding for career training programs in meat and poultry processing at higher education institutions and for training new processors at smaller and very small establishments.
