This bill establishes a public health plan called the "Medicare Exchange health plan" to be available on the individual and small group markets. The plan will initially be offered in certain rating areas with limited health insurance options or high healthcare costs, and will be available nationwide by 2025. The bill provides funding to establish and administer the plan, and requires health care providers participating in Medicare or Medicaid to also participate in the new public plan, with some exceptions. The bill also expands eligibility for and the amount of premium tax credits available under the Affordable Care Act, and gives the Secretary of Health and Human Services authority to negotiate prescription drug prices for Medicare.
