This bill establishes the Minnesota Grape and Wine Council, creates a grant program for the promotion, education, and development of Minnesota wines, imposes a sales and use tax nexus for certain direct shippers, requires a direct shipper's license for certain shipments of wine to consumers, establishes reporting requirements for direct shippers, and appropriates money. The bill amends various Minnesota statutes related to liquor sales and taxes, including sections 295.75, 297A.94, and 340A.417. The provisions of this bill are effective for sales and purchases made after June 30, 2021, except for the section on the direct shipper's license, which is effective January 1, 2022.
