This bill: - Allows the Department of Management Services to enter into agreements authorizing agencies to make purchases under certain contracts if the Secretary of Management Services determines it is cost-effective and the best value for the state. - Requires agencies to issue requests for quotes to all approved vendors when soliciting quotes for commodities or contractual services with 25 or fewer vendors, or a minimum of 25 vendors for contracts with more than 25 vendors. - Extends the timeframe for agencies to electronically post descriptions of sole source commodities or services from 7 to 15 business days. - Requires agencies to report all sole source purchases to the Department of Management Services, which must then report that information to the Governor and legislative leaders. - Imposes new requirements for contract managers, including prohibiting those who have been employed by the contractor within the previous 5 years, and establishes certification requirements for contract managers and negotiators. - Creates a new "suspended vendor" list, which prohibits agencies from doing business with vendors that have defaulted on state contracts or demonstrated an inability to fulfill contract terms. - Requires agency inspectors general to conduct audits of all agency contracts every 3 years. - Makes various other changes related to state procurement and contract management practices.
