This bill: - Establishes directed payment arrangements for nonstate government-owned teaching hospitals with high Medicaid utilization and level 1 trauma centers, as well as their affiliated physicians, to increase Medicaid reimbursement rates for these providers. - Modifies inpatient hospital rates for certain eligible hospitals by reducing the calculated amount and computing an alternate inpatient payment rate to target a total aggregate reimbursement amount equal to what the hospital would have received for providing fee-for-service inpatient services to Medicaid patients. - Exempts certain health plan revenue from insurance premium taxes and surcharges, as well as certain hospital revenue from the provider tax. - Requires the commissioner of human services to submit a request for federal approval of the directed payment arrangements as soon as practicable, with an effective date of July 1, 2021. The bill seeks to support nonstate government-owned teaching hospitals with high Medicaid utilization and level 1 trauma centers by increasing their Medicaid reimbursement rates and providing tax exemptions.
