This bill proposes to establish certain rights for temporary State employees and to permit long-term temporary State employees to collectively bargain. Specifically, the bill would require that temporary State employees be entitled to whistleblower protections, be paid in accordance with the job classification and pay plan for classified State employees, and receive paid and unpaid leave benefits. The bill also prohibits the termination of temporary State employees without good cause and requires the State to provide health insurance benefits to those who have been employed in a temporary capacity for at least six months. The bill would also expand the definition of "State employee" to include certain types of temporary and intermittent employees, allowing them to collectively bargain.
