This bill creates the State University Free Seat Program, which provides an exemption from tuition and fees, including lab fees, for one online course at a state university for certain resident students. These eligible students include veterans, active duty members of the U.S. Armed Forces, active drilling members of the Florida National Guard, and nontraditional students who have not been enrolled in a postsecondary institution for more than five years. For all other courses in the program, the state university may not charge these students more than 75% of the tuition rate and tuition differential, as long as they remain enrolled in at least one online course during each academic year. The bill also limits the application of this tuition discount to 110% of the required credit hours for the student's degree program.
