This Resolution formally requests the Hawaii State Energy Office to work with the United States Department of Energy (DOE) to establish a permanent office within Hawaii. This request stems from a long history of collaboration between Hawaii and the DOE, including the Hawaii Clean Energy Initiative (HCEI) established by a Memorandum of Understanding (MOU) in 2008 and later codified by state law, which aimed to transform energy planning and delivery through renewable resources and efficiency. Hawaii has since become a leader in clean energy policy, setting ambitious goals for renewable energy and greenhouse gas reduction, aligning with national and international climate objectives. The resolution also highlights the importance of the Justice40 Initiative, a federal program aimed at directing at least 40% of the benefits of federal investments in climate and clean energy to disadvantaged communities, a significant concern for Hawaii given its demographics and the disproportionate impacts of climate change. Furthermore, the resolution acknowledges Hawaii's strategic importance in the Indo-Pacific region and the alignment of state and federal interests in promoting clean energy both locally and internationally. To support this effort, other state officials and departments are asked to assist the Chief Energy Officer, and the Hawaii State Energy Office is required to report on the progress of this engagement to the Legislature.
