The key provisions of the bill include: - Defining "debilitating medical conditions" that qualify for medical marijuana use, such as cancer, HIV/AIDS, and chronic pain. - Establishing a registry system for qualifying patients and designated caregivers to obtain registry identification cards. - Requiring the Department of Public Health to adopt rules for the registry system and to consider petitions to add new qualifying conditions. - Allowing registered patients to possess up to 2 ounces of usable marijuana and to cultivate up to 8 marijuana plants if authorized. - Establishing a system for registering and regulating medical marijuana dispensaries, including requirements for their operations and security measures. - Prohibiting discrimination against registered patients and requiring accommodations for their medical marijuana use in certain circumstances. - Providing for funding, enforcement, confidentiality, and other administrative provisions to implement the new medical marijuana program. The bill aims to permit qualifying patients to use and possess medical marijuana and to allow for the dispensation of medical marijuana by licensed, registered dispensaries in Georgia.
