This bill, known as the STURDY Act (Stop Tip-overs of Unstable, Risky Dressers on Youth Act), requires the Consumer Product Safety Commission (CPSC) to promulgate a consumer product safety standard for free-standing clothing storage units to protect children from tip-over-related death or injury. The bill defines "clothing storage unit" as any free-standing furniture item intended for the storage of clothing. The CPSC must consult with relevant stakeholders, examine the effectiveness of any voluntary standards, and establish a mandatory standard that includes tests simulating the weight of children up to 60 pounds, objective and measurable tests accounting for real-world conditions, and warning requirements. The CPSC can subsequently modify the standard if necessary to protect children, and the standard will be treated as a consumer product safety rule under the Consumer Product Safety Act.
