This bill adds a new section to existing Idaho law to provide municipalities with the express authority to establish, create, develop, acquire, finance, construct, equip, lease, own, maintain, and operate broadband communications infrastructure and systems. The bill grants municipalities additional powers, including the ability to enter into contracts and agreements with communications service providers, construct or repair broadband infrastructure, receive grants and other funding, and do all things necessary to carry out the purposes of the bill. The bill also specifies that municipalities must account for revenues, expenses, property, and source of investment moneys associated with broadband communications infrastructure and systems, and that municipalities cannot acquire the facilities or property of private communications service providers through eminent domain.
