This Resolution requests the Auditor, an independent government official responsible for examining public accounts and operations, to conduct a "sunrise review" of third-party review services providers. These providers are companies that review development project plans and permit applications to ensure they meet building and land use laws, rules, and codes, as the state's counties often lack sufficient staff to perform these reviews themselves. The review is being requested because rising housing costs are partly attributed to lengthy review processes, and regulating these third-party providers is seen as a way to protect consumers, reduce noncompliant construction, and speed up the overall review process. The Auditor is asked to submit a report of their findings to the Legislature before the 2023 legislative session begins.
